House to be built in garden of Listed property

PLANNING chiefs at Warrington have given the go-ahead for a house in the garden of a Locally Listed property at Lymm – despite opposition from the parish council and a local councillor.
Cllr Ian Marks (pictured) lodged an objection to an application for a two-and-half to three storey house on land at the rear of 71, Whitbarrow Road, Lymm – a locally listed building.
He said the scheme would amount to over-development of the site, was an example of “garden grabbing” and that the footprint of the new houses would cover a large part of the existing garden.
The development would have a negative impact on the locally listed building.
Lymm Parish Council also objected on the grounds of over development.
The borough’s development management committee heard that site was located within the village settlement boundary and had a clear affinity with the built form of the village. It was deemed to be in a sustainable location.
The property would be built in the rear garden of 71 Whitbarrow but would have its now, independent access, with the existing access still serving the existing house. The new property would be designed to be in keeping with the listed property and to fit in with the character of the area.
Officers considered it would fit well into the streetscene.

  1. “Locally listed buildings do not enjoy the levels of statutory protection afforded to nationally-listed buildings. However, local listing means that the interest of the building will be at least considered during the planning process. The effect of an application on a non-designated heritage asset is a material consideration when deciding planning applications, and local listing strengthens the case for retention of a historic building.”
    That said, whether or not the proposal fits with the local amenity, streetscene and retains its heritage value is a subjective judgement which our planners over the past few decades, have shown they are not necessarily equipped to determine. Witness the few remnants of heritage remaining hereabouts.
