“New waste transfer station will create highway dangers”

PROPOSALS for a new Waste Transfer Station on Winwick Road, Warrington, will create highway dangers with up to 100 HGVs entering the site every day.

These are the fears of local councillor Mike Hannon who believes the application is about financial savings v environmental impact.

“I believe the latter far outweighs any savings,” he said.

“We are talking about around 100 HGVs a day entering and exiting this site with no major improvements to the A49 junction which is without doubt already the busiest in Warrington.

“Everyone one of these 100 vehicles will have to do a “U” turn on either entering or exiting at some stage on the A49. This is a highway danger. The only alteration is to splay the exit onto the A49. Totally insufficient.

“I also have concerns that the length of time household waste is left before transfer causing potential vermin and flies close to the estates of Bewsey and Orford. Arpley landfill was a significant distance away from residents.”

He says these concerns need to be addressed by the council’s Executive Board on Monday before it goes to development control.

“In its current form and for the above reasons I will be objecting when it comes before development control,” added Cllr Hannon.

Currently blue recycling bin waste and black bin waste is collected by the Council and transported to a transfer site in Widnes, operated by the appointed waste contractor.

Waste is bulked by the contractor at this transfer site before transportation for disposal.

The cost of transporting waste on an 18-mile round trip to the transfer site in Widnes is extensive. In addition to the cost savings associated with reduced mileage, there would be a reduction in carbon emissions of approximately
123 tonnes per year.

The proposed site is on Winwick Road between the Shell petrol station and the access road to Winwick Road Skip Hire.

If the plans are approved by the executive board on Monday local residents will be asked for their feedback on the scheme.

A borough council spokesperson said: “It would be incorrect to state that vehicles at the proposed site would be ‘performing u-turns’ on
Winwick Road as this would be an illegal manoeuvre. Traffic assessments have shown that the worst case scenario for the extra traffic at the site would be an increase of less than one per cent.  So – in this worst case scenario – each journey on Winwick road would be delayed by less than a second.
“The site operator would be required to implement an equivalent environmental management system, which among other measures would control litter and potential to attract pests. Waste would not be stored at the site for long periods.”

  1. There is enough air pollution at central station (taxi Ran0 and the bus station and the trains without !/2 a mile down the road another 100 HGV vehicles entering Ns Winwick Road is already congested

This would mean that the Warrington Community Transport based at the end of Athlone Rd would be surrounded by a skip hire form, a cement manufacturer and this new enterprise plus a access road to the skip hire – what sort of environment is that? It will add to the poor health conditions for staff, corrosion of vehicles etc.

    Winwick road is exceptionally busy. There are a number of estates that would be directly adversky affected by this proposal. Why would anyone think of putting this type of business in a built up area so highly populated. There are enough areas that could be used further away from residential areas. How about near the council tip at Penketh.
