New town centre traffic-calming measures to help people with mobility issues

NEW traffic calming measures are set to be introduced in Warrington town centre to help people with mobility issues.

Highway planners say many locations across the town centre, full-height kerbs present a significant barrier to mobility.
Members of the public with mobility impairments, in particular motorised scooter users encounter difficulty in negotiating the pavements due to the lack of dropped kerbs.
At crossroads such as Museum Street & Palmyra Square South with Winmarleigh Street it is considered
appropriate to install raised junction tables. This provides level crossings for people wheeling and walking, as well as providing a traffic-calming function

Establishment of Road Humps – Winmarleigh Street & Side Road Junctions, Traffic Calming Scheme 2025
Notice is hereby given that Warrington Borough Council intends, as part of its traffic calming proposals, to install traffic calming features, to regulate the speed of traffic under Section 90A to the Highways Act 1980, with the effects detailed in the Schedule to this notice.

All representations both in support or objecting to the proposals must be in writing either by post or delivered by hand to Legal Services, East Annexe, Town Hall, Sankey Street, Warrington, WA1 1UH or emailed with full contact details to [email protected] by 6th March 2025 and all objections must specify the grounds on which they are made. Please note that all representations received may be considered in public by the Council and that the substance of any representation together with the name and address of the person making it could become available for public inspection.
Schedule – Traffic Calming Features

Hanover Street From its junction with Winmarleigh Street in a south westerly direction for approximately 7 metres. Raised Junction – full width, flat top road hump, 75mm high. 1:12 ramps.
Museum Street Approximately 7 metres south west of its junction with Winmarleigh Street to a point approximately 10 metres north east of its junction with Winmarleigh Street. Raised Junction – full width, flat top road hump, 75mm high. 1:12 ramps.
Palmyra Square South From its junction with Winmarleigh Street in a north easterly direction for approximately 6 metres. Raised Junction – full width, flat top road hump, 75mm high. 1:12 ramps.
Winmarleigh Street Approximately 7 metres north west of its junction with Museum Street in a south easterly direction for approximately 20 metres. Raised Junction – full width, flat top road hump, 75mm high. 1:12 ramps.
Winmarleigh Street Approximately 6 metres north west of its junction with Palmyra Square South in a south easterly direction for approximately 20 metres. Raised Junction – full width, flat top road hump, 75mm high. 1:12 ramps.
