New traffic calming measures planned for Winwick Road area to enhance bus user experience

HIGHWAY planners are set to introduce a number of new traffic calming measures, including speed humps as part of the new Bus Priority and improved cylcing and walking measures in and around Winwick Road, Warrington.

The new bus priority and improved walking and cycling measures are proposed in a southbound direction along the A49 Winwick Road between the A50 Long Lane and Lythgoes Lane/Pinners Brow.

The plans aim to enhance the bus user experience by reducing bus journey times and making services more reliable while minimising the impact on other forms of traffic. The number of existing lanes for cars will not change, new carriageway will be built and the current road space remodelled. Motorists will not lose any lanes of traffic as part of the proposals and car journey times will remain approximately as they are now.

The council say are a number of objectives and benefits:-

• Enhanced access to social, leisure, cultural and employment opportunities by public transport and active travel modes.
• More people using buses, walking and cycling.
• Reduced congestion from a shift to sustainable modes of travel will reduce carbon emissions and improve air quality.
• Reduced bus journey times.
• Reduce the variability and improve the punctuality of bus journeys.
• Increase bus usage on services operating on the A49 and across the borough.

THE BOROUGH OF WARRINGTON (VARIOUS PROHIBITIONS & REVOCATIONS – A49 BSIP) ORDER, 2025.

It is therefore deemed necessary to amend, revoke and introduce a number of prohibitions and restrictions. The main items are detailed below:-

• To prohibit any Motor Vehicle proceeding along Bluecoat Street from making a right-hand turn at its junction with A49 Winwick Road (Northbound).
• To prohibit any Motor Vehicle proceeding along Collegiate Road in any direction other than from North to South between its junctions with A49 Winwick Road.
• To prohibit any Motor Vehicle proceeding along Winwick Road A49 from making a left-hand turn at its junction with Alder Lane (Eastbound). Pedal Cycles will be permitted.
• To introduce a Bus Gate (including pedal cycles) 24 hours, every day on the northern extent of Winwick Road (Unclassified) at its junction with A49 Winwick Road.
• To introduce a Bus Lane (including pedal cycles), 24 hours, every day on A50 Long Lane (Westbound) approaching A49 Winwick Road, A49 Winwick Road (Southbound) south of A50 Long Lane and A49 Winwick Road in a southerly direction to the South of Owen Street.
• To prohibit any Motor Vehicle from performing a U-Turn at numerous junctions throughout the scheme to avoid pedestrian/cyclist conflict.
• To introduce numerous Bus Stop Clearways.

REVOCATION AND APPOINTMENT OF STANDS FOR HACKNEY CARRIAGES.

To update the measurements – no material change on site.

THE BOROUGH OF WARRINGTON (A50 LONG LANE – BSIP) (ESTABLISHMENT OF TOUCAN CROSSING FACILITY) 2025.

To address severance of pedestrian and cyclist routes between the residential areas to the north of A50 and facilities to the south of Long Lane including Warrington Collegiate and Jubilee Hub. The crossing will promote walking and cycling to and from the Collegiate/Jubilee Hub and Town Centre facilities delivering health benefits and help reduce environmental impact.

ESTABLISHMENT OF ROAD HUMPS – ASSOCIATED A49 BSIP SCHEME, TRAFFIC CALMING SCHEME 2025.

As part of the A49 Bus Service Improvement Plan scheme on A49 Winwick Road and adjacent side roads it is proposed that the short sections between Winwick Road and the specified side roads will be raised to provide a level crossing point. This requires the approaching vehicles to slow in advance and give way to pedestrians or cyclists crossing the carriageway. The aim is to promote and encourage walking and cycling.

Notice is hereby given that the Council proposes to make an order under Sections 1, 2, 3, 4, 5 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 and of all other enabling powers. The effect of which will be as follows: –

  1. The Orders specified in Schedule 1 to this Notice are revoked in their entirety.
  2. To prohibit any Motor Vehicle proceeding along Bluecoat Street from making a right-hand turn at its junction with A49 Winwick Road (northbound).
  3. To prohibit any Motor Vehicle proceeding along A49 Winwick Road from making a left-hand turn at its junction with Alder Lane (eastbound). Pedal Cycles will be permitted.
  4. To prohibit any Motor Vehicle proceeding along Collegiate Road in any direction other than from North to South between its junctions with A49 Winwick Road.
  5. To introduce a 24-Hour Bus Gate on the lengths of road specified in Schedule 2 to this Notice. Pedal Cycles will be permitted.
  6. To introduce a 24-Hour Bus Lane on the lengths of road specified in Schedule 3 to this Notice. Pedal Cycles will be permitted.
  7. To prohibit any Motor Vehicle from performing a U-Turn from the roads specified in Column 1 of Schedule 4 to this Notice at the junction with and in the direction specified in Column 2 of the said Schedule.

  1. Another unnecessary expense that won’t achieve this stupid councils obsession with increasing pedestrian and cycling traffic. When will they ever take their heads out of their backsides and match the ridiculous increases in housing builds to the roads infrastructure instead of restricting traffic even more. There is insufficient bus traffic in Warrington to justify the expense. Stop with the costly virtue signalling projects. The million spent on the cyclops junction at Bewsey has been a complete waste of government and Council money as cyclists ignore it and pedestrians don’t understand it.
