Council set to implement parking restrictions due to highway safety concerns at Winwick car boot sales

HIGHWAY planners have given notice they intend to implement parking restrictions on roads impacted by the popular car boot sales at Winwick due to road safety concerns.

In its statement of reasons the council says the adjacent primary route network and local roads prior to and during the numerous Car Boot Sales throughout the year held on land accessed from Townfield Lane present a road safety concern, as a result of vehicles parked on the A49 Newton Road grass verges and within the central reservation of the dual carriageway.

Vehicles also park on Delph Lane within the carriageway and within the roundabout which can prevent access into and out of the DIY Superstore and adjacent Drive Thru. The parked vehicles also result in pedestrians crossing the dual carriageway and emerging between stationary vehicles. These actions increase the potential for pedestrians to be struck within the carriageway or collisions between vehicles changing lane, sudden braking or entering or leaving the central reservation or grassed verges at unsuitable locations.

Now Warrington Borough Council has given notice it proposes to make an Order under Sections 1, 2 and 4 to the Road Traffic Regulation Act 1984 and of all other enabling powers. The effect of the Order will be as follows: –
1. To introduce a Red Route Clearway, prohibiting Motor Vehicles from stopping or remaining at rest at any time, on the lengths of road, including the verges and footways, specified in the Schedule to this Notice to the extent as detailed in the said Schedule. Motor Vehicles are permitted in the lay-bys and Taxis are permitted in the Bus Stops already provided, that are located within the lengths detailed in the Schedule.

All representations both in support or objecting to the proposals must be in writing either by post or delivered by hand to Legal Services, East Annexe, Town Hall, Sankey Street, Warrington, WA1 1UH or emailed with full contact details to [email protected] by 9th May 2024 and all objections must specify the grounds on which they are made. Please note that all representations received may be considered in public by the Council and that the substance of any representation together with the name and address of the person making it could become available for public inspection.

A49 Winwick Link Road For its entire length.
A49 Newton Road From its junction with M62 Junction 9 to a point approximately 115 metres south east of its junction with Rectory Lane.
Delph Lane For its entire length.
