Re-cycling plan back before council

A CONTROVERSIAL proposal which would lead to increased operating hours at a Warrington recycling plant is set to come before planning bosses for a second time.
ADS Recycling in Camsley Lane, Lymm has applied for a lawful development certificate on the grounds that two planning conditions have been breached for more than 10 years and are therefore unenforceable.
Nearby residents oppose the move – but neither they, nor the company, have been able to produce evidence to support their arguments.
Warrington’s planning committee deferred a decision when the matter came before them at their last meeting to give residents an opportunity to gather evidence that shows the planning conditions have not been breached for 10 years.
The conditions restrict working hours and the unloading of waste materials to a transfer building.
Residents say the conditions have not been reached on a regular basis – especially between 1992-2002 when there were few complaints about the company.
But they say complaints about working hours have increased over the last 2-3 years as the volume of work has increased.
They claim there has also been an increase in noise and early morning traffic over the last 12 months.
