PLANNING permission is being sought for works to reduce carbon emissions at Warrington’s Orford Jubilee Neighbourhood Hub.
The scheme – which includes installing photovoltaic panels on the roof and air source heat pumps – is part of a series of proposals to decarbonise council owned buildings.
The borough council has obtained grant funding to carry out the works.
A report being studied by planning officers states the installation of the heat pumps on a concrete base outside the main building will enable the complete removal of the buildings gas boilers.
The installations will have no long-term impact to the existing grounds as the new plant is to be located on tarmac in a compound adjacent to the northern elevation of the building. A maintenance access gate to the compound is to be located opening onto a new macadam area close to, but not encroaching on one of the buildings’ fire exits. Current access arrangements will not be affected.
The Solar PV panels will be installed onto metal deck roof. They will not be visible from ground level, nor from surrounding areas.
Trenching will be required for underground pipework from the heat pump compound into the plantroom. The route will pass through tarmac areas, but any disturbed surfaces will be made good.
The reports adds: “The design philosophy has enabled impact to building users and visitors to be minimised, offering almost no impact to the daily use of the building by people with or without disabilities.”
Planning chiefs are now considering the proposals.
