“Overbearing” fence plan deferred a second time

PLANNING bosses at Warrington have for a second time put off a decision on a retrospective application to retain fencing along the boundary of a detached bungalow at Culcheth.
Members of the borough council’s development management committee deferred a decision on the proposals in Birchall Avenue to allow time for further talks between planning officers and the applicant.
Two nearby residents have objected to the proposals – as has Culcheth and Glazebury Parish Council.
The committee has already deferred the matter once to enable them to visit the site.
The plan has been rejected once because of the “stark” appearance of the fencing when compared with the “leafy” appearance of the rest of the road.  But planning officers say amendments are now proposed, including providing cladding and landscaping, which soften the appearance of the fence.
Neighbours are maintaining their opposition and the parish council, while accepting that the cladding and introduction of ivy go some way towards meeting their objections, still feel the development is overbearing and dominant.
