Planners to inspect “overbearing” fence before reaching decision

PLANNING chiefs are to visit the site of a retrospective application to retain fencing along the boundary of a detached bungalow at Culcheth.
Two nearby residents have objected to the proposals in Birchall Avenue – and Culcheth and Glazebury Parish Council has also lodged an objection.
But planning officers are recommending it be approved – and members of the borough’s development management committee decided they would visit the site before reaching a decision.
The plan has been rejected once because of the “stark” appearance of the fencing when compared with the “leafy” appearance of the rest of the road.  But planning officers say amendments are now proposed, including providing cladding landscaping, which soften the appearance of the fence.
But neighbours are maintaining their opposition and the parish council, while accepting that the cladding and introduction of ivy go some way towards meeting their objections, still feel the development is overbearing and dominant.
The committee will attempt to reach a decision at its next meeting.
