Council climbdown on shop signs

WARRINGTON Borough Council’s draft policy for controlling signage outside shops and other commercial buildings has been amended following challenges by a national organisation representing the signage industry.
The British Sign and Graphics Association (BSGA) represents 65 per cent of sales of signage across the UK and was consulted by the council on its Design and Construction Supplementary Planning document.
In its response to the document it claimed some parts of the section on shop fronts exceed the law and contrary to national policy.
Other sections did not make sense, the association claimed.
As a result, Town Hall planners have amended the document to reflect the comments and integrate advice given in government guidance.
The BSGA claimed that sections relating to fascia illumination and the illuminated hanging signs implied an assessment of the need for illuminated signs.
But in fact, advertising displays could only be assessed for amenity and public safety and the “need” for a particular type of sign in a particular location was not a matter for the council.
Similarly, a statement that fascia signage should be restricted to the name and type of business was also challenged.
The relevant consideration was the overall visual effect of a sign – not its subject matter or content.
BSGA claimed the references should be deleted – and the council has removed or amended them.
