Day nursery would be near “hazardous installations”

PLANNING chiefs at Warrington are being urged to refuse permission for a converted barn to be used as a day nursery catering for 35 children and employing five staff.
Woodside Barn, in Manchester Road, Rixton is close to pipelines which are regarded as “hazardous installations” and the Health and Safety Executive (HSE) are advising against the granting of permission.
A report to Warrington Borough Council’s planning committee says the presence of an objection from HSE means the planning authority cannot support the proposal on health and safety grounds.
Plans to convert the barn into residential accommodation were approved in 2002 and last year three applications to change its use to a children’s nursery were withdrawn without being considered by the committee.
Rixton-with-Glazebrook Parish council has opposed the scheme on road safety because of its access on to the A57 Manchester Road – a “Red Route”.
They also believe the number of children attending the nursery and the associated car movements could cause queuing on the A57.
But the highway authority has lodged no objections.
The proposal would involve using the ground floor as a nursery and converting the first floor to a four bedroomed dwelling. There would be an outdoor play area and 21 parking spaces.
Although the council could ignore the HSE advice, planning practice guidance states that the view of HSE should not be overridden without the most careful consideration.
