Transport chiefs race to meet deadline

TOWN Hall bosses at Warrington are working to meet a deadline to complete its Local Transport Plan for the next three years – a plan designed to support economic growth, reduce carbon emissions and improve safety, health and quality of life.
It will be the third Local Transport Plan (LTP) the council has produced and, unlike previous ones, it will be not be assessed by the Department for Transport.
Instead, the council will be accountable to the local community.
As a result, local consultation will take place in two stages.
Next month key stakeholders and other partners will be consulted on draft evidence and emerging challenges. There will be a half-day workshop and a four week period for comment and feedback.
Then in the late summer or early autumn, a full 12-week public consultation is planned on draft LTP policies and implementation. Deadline for the LTP to be in place is April 1 next year.
The plan must support five national goals.
1. Support economic growth
2. Reduce carbon emissions
3. Promote equality of opportunity
4. Contribute to better safety, security and health.
5. Improve quality of life and a healthy natural environment.
Officers propose that the LTP policies should fit in with the “One Warrington” sustainable community strategy, with policies running from 2011 to 2030. However, they warn that because of the amount of work involved, a relatively short period of time is available.
The main work will be carried out by the transport planning team at the borough council although consultants have been appointed to review and advise.
However, advice from the Government Office for the North West indicate the funding will be less than the current LTP allocation and this is likely to have a negative impact on the council’s ability to deliver transport improvements from 2011 onwards.
