Arpley Landfill closure in sight!

PROPOSALS to end tipping at Arpley Landfill tip in three years time will be considered by Warrington Council’s Development Management Committee next Thursday (December 11), which will also see the sites restoration.
The proposals are to consider allowing the site to remain open for landfilling for a further three years and then following a year of restoration the site will close in 2018.
The proposals are in line with the Secretary of States’ decision in October this year.
The Council successfully defended its refusal of planning permission to extend the life of the landfill site for another 12 years.
The Secretary of State upheld this decision after having considered an independent inspector’s findings and following a three week public inquiry objectively assessing the available evidence.
However, in making this decision the Secretary of State did indicate that there was a need to have landfill until 2017 with a period of restoration required thereafter.
In addition, the owners of the site have lodged an appeal against the Council refusal of planning permission to landfill for a further 5 years and with a 1 year restoration period. An Inquiry is scheduled for February next year.
They have also asked if the Council will consider accepting a scheme that reflects what the Secretary of State has said.
Cllr David Keane, (pictured) executive board member for environment and public protection, said: “We are pleased that our refusal was upheld by the Secretary of State and we remain committed to bringing this whole issue to an end. This proposal takes into account the Secretary of States’ appeal decision in respect of the need for landfilling as well as legal advice that we have taken.
“The proposal represents the best course of action for bringing an end to the current uncertain position at Arpley which is why it has been put forward to the committee for consideration. An option to close the tip sooner would save tax payers money in terms of further inquiry time/expert witness costs and above all would mean that landfilling is finished.”
If the Development Management Committee accepts this proposal, it would then be considered at the Inquiry in February and again by the Secretary of State.
The Development Management Committee will consider this matter in public on Thursday 11 December 2014 at 6.30pm in Warrington Town Hall.
