WARRINGTON Borough Council is proposing to introduce a number of traffic management schemes to help improve highway safety.
The various schemes include Hawthorne Avenue, Woolston, Hopwood Street off Manchester Road, The Weint at Rixton-with-Glazebrook, Winmarleigh Street in the town centre, Liverpool Road Bus Stop and Whitecross Residents Parking scheme.
Statement of Reasons.
TRO 1068 – Hawthorne Avenue, Woolston – NWAAT/NLAAT.
The proposed measures are to ensure junction visibility is not compromised for vehicles entering or exiting the store, Warrington Borough Council Depot entry/exit and residents entering and exiting the street.
TRO1079 – Hopwood Street (Off Manchester Road) NWAAT /Loading/Unloading Bay.
In order to ensure the kerb lines remain free of parked vehicles, to ensure that the car park and drive through access/egress are not blocked, and that servicing for the retail unit adjacent to Hopwood Street is maintained, it is deemed necessary to introduce a Traffic Regulation Order (TRO) to prohibit waiting at any time and provide a loading/unloading bay for the new drive through.
TRO 1081 – The Weint, Rixton-With-Glazebrook – NWAAT. (Rixton & Woolston Ward).
Residents have encountered difficulties accessing or leaving their properties as a result of parked vehicles within ‘The Weint’ which is already quite narrow and difficult for two vehicles to pass should a vehicle be parked. It is therefore deemed necessary to introduce a prohibition of waiting at any time to improve access for residents of the properties which take access from Manchester Road.
TRO1088 – Winmarleigh Street, Town Centre.
There are locations across the town centre where full height kerbs remain which present a barrier to mobility. Members of the public with mobility impairments, in particular motorised scooter users have reported difficulty in negotiating the pavements due to the lack of dropped kerbs. As part of the Town Deal programme the proposed scheme incorporates raised junction tables to provide level crossings for people wheeling and walking and improve accessibility. As a result of these improvements, it is deemed necessary to shorten the limited waiting bay slightly on the east side of Winmarleigh Street near to the junction with Sankey Street.
TRO1090 – Liverpool Road Bus Stop Clearway.
The proposed measures are to ensure buses can safely enter and exit the bus stop without being hindered by parked or stationary vehicles within the bus stop.
TRO1094 – Whitecross Residents Permit Parking Scheme.
As part of the original scheme implemented many years ago it has come to light that there were a few passageways not included in the original order where parking has been observed by non-permit holders and enforcement cannot be undertaken.
