Temporary town centre COVID-19 pandemic traffic regulations set to become permanent

EMERGENCY temporary traffic regulations brought in for social distancing requirements in Warrington town centre during the COVID-19 pandemic are set to become permanent.

As a result of the Coronavirus pandemic and requirements for social distancing within Warrington town centre, Warrington Borough Council introduced numerous emergency and temporary Traffic Regulation Orders.
The measures were introduced to remove through traffic and encourage more people to walk and cycle. The measures have been subject to further discussions and modified to accommodate further considerations.
These measures, which aim to reduce the impact of traffic in the town centre are also entirely consistent with two important documents recently published by the council:
· Town Centre Masterplan
· Central 6 Masterplan
This element is to prohibit loading and unloading adjacent to the mandatory cycle lane. Details are contained within the schedules to this order and are proposed to be introduced on a permanent basis.
The Council proposes to make an Order under Sections 1, 2, 4 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 and of all other enabling powers. The effect of the Order will be as follows: –
1. The Borough of Warrington (Traffic Management) (Civil Enforcement) Consolidation Order 2018, is hereby further varied or amended as follows:-
(a) In the 71st Schedule by the deletion of: –
NO LOADING AND UNLOADING AT ANY TIME
Scotland Road (North East Side) From its junction with Buttermarket Street to a point 56 metres south east of its junction with Cockhedge Way.
(b) In the 73rd Schedule by the deletion of: –
NO LOADING AND UNLOADING BETWEEN THE HOURS OF 8:15AM TO 9:15AM AND 4:30PM TO 6:00PM, EVERY DAY
Scotland Road (North East Side) From its junction with Cockhedge Way for a distance of 56 metres in a southerly direction.
(c) In the 71st Schedule by the addition of: –
NO LOADING AND UNLOADING AT ANY TIME
Scotland Road (North East Side) From its junction with Cockhedge Way to its junction with Buttermarket Street. Deposited documents may be viewed on-line at https://www.warrington.gov.uk/permanent-traffic-regulation-orders or Town Hall Reception, Town Hall, Sankey Street, Warrington, WA1 1UH between 9am & 5pm, Monday to Friday.
All representations both in support or objecting to the proposals must be in writing either by post to Rebecca Lee of Legal Services or delivered by hand to the address above or emailed to [email protected] by 15th July 2021 and all objections must specify the grounds on which they are made. Please note that all representations received may be considered in public by the Council and that the substance of any representation together with the name and address of the person making it could become available for public inspection.
