Plans to improve highway safety near schools

PLANS are in the pipeline to introduce new crossing facilities to improve highway safety near schools in the Grappenhall Heys and Appleton areas of Warrington.

Funding has been secured via a local development Section 106 agreement for the provision of a toucan crossing on Witherwin Avenue East of Astor Drive to improve highway safety near Grappenhall Heys Primar School.

The proposed facility is to address severance of pedestrian and cyclist routes between the residential areas to the north and the school and play area to the south.
The crossings will promote walking and cycling to school and leisure potentially reducing the demand for parking outside the school, deliver health benefits and reduce environmental impact.
In view of the above it is therefore proposed to introduce a Toucan crossing facility on Witherwin Avenue.

Witherwin Avenue located approximately 210 metres southeast of its junction with Astor Drive.

Meanwhile, following a recent assessment of the Safety Routes to School Programme, it was identified that there was a substantial demand for pupils crossing Stretton Road at the cross-road junction with Lumb Brook Road, Appleton. This was noted for younger children accessing the local primary school and for older children accessing the bus stop for the secondary schools in the area.
It is proposed to introduce a Puffin Crossing provision to the west side of the crossroads to best serve the pupils on their outbound and return school journeys as scheduled below.

Notice is hereby given that Warrington Borough Council proposes to exercise its powers conferred by Section 23 of the Road Traffic Regulation Act 1984 as amended and of all other enabling powers, by the installation of a Puffin Crossing facility on the road as detailed in Schedule 1 to this Notice and the installation of a Toucan Crossing facility on the road as detailed in Schedule 2 to this Notice.

Please note that all representations received may be considered in public by the Council and that the substance of any representation together with the name and address of the person making it could become available for public inspection.
