Warrington Borough Council is inviting residents to take part in a consultation on proposals to renew and extend the borough’s Dog Control Public Spaces Protection Order (PSPO).
The current PSPO, which helps tackle dog fouling and promotes responsible dog ownership, is due to expire in 2027. The council is seeking views on continuing the existing PSPO and introducing additional measures in a small number of locations. The current order includes a borough-wide offence of failing to remove dog faeces, requirements for dogs to be kept on leads in cemeteries, crematoria and designated nature conservation sites, and powers for authorised officers to direct owners to place dogs on leads where appropriate.
The council is consulting on whether the existing measures should remain in place and in addition, residents are being asked for their views on extending the PSPO to cover:
- Walton Lea Cemetery, which was not included in the original order
- Warrington Golf Course
- The public right of way crossing Warrington Golf Course
For Walton Lea Cemetery, consultees are being asked to consider a number of possible approaches, including whether dogs should be required to be kept on a long lead, or required to be kept on a short lead or be prohibited altogether while within the cemetery grounds.
The consultation aims to ensure that the PSPO continues to strike the right balance between supporting responsible dog ownership and protecting the enjoyment of public spaces, the dignity of cemeteries and burial grounds, and the interests of other users.
Cllr John Kerr-Brown, cabinet member for environment, housing and public protection, said: “The overwhelming majority of dog owners in Warrington are responsible and considerate. The additional proposals are designed based on information received during the lifetime of the current PSPO.
“Before any decisions are made, we want to hear from residents, dog owners, community groups and other interested parties. Feedback will help shape the future of dog control measures across the borough and help to keep public spaces clean, protect sensitive areas and ensure that everyone can enjoy our parks, open spaces and cemeteries.”
The council introduced the current Dog Control PSPO following public consultation and evidence of support for proportionate measures to help tackle dog fouling and promote responsible dog ownership. Previous consultations found strong support for requirements relating to dog fouling, dogs on leads in sensitive locations, and powers for authorised officers to require dogs to be placed on leads when necessary.

The consultation runs for 8 weeks from 1 August to 30 September 2026.
Following the consultation, all responses will be reviewed before a decision is made on whether to renew the existing PSPO and introduce any additional restrictions
