Restrospective plan for HMO approved by planners

A retrospective plan to convert the first floor of an end terraced property on Lovely Lane, Warrington into a House of Multiple Occupation (HMO) has been approved by town planners.

The property will retain retail use on the ground floor, while the first floor, previously used as office space and storage will become a three-bedroom house of Multiple Occupation.

The application site is an end terrace property that has its front elevation facing onto Lovely Lane and its side elevation facing towards Windsor Street. Vehicular access to Windsor Street from Lovely Lane is restricted by bollards.
The property is two-storey. There is a rear alley to the rear of the application site and the existing yard area has been built over.
Planners say Lovely Lane is located in a well-established residential area with Lovely Lane itself having a number of commercial uses in the immediate vicinity. Windsor Street is residential and the site is formed of mostly two-storey terraced properties on either side of the highway.

The application was for retrospective consent to subdivide the property so that the ground floor will continue as a retail unit with the first floor having been converted into a 3 bed House of Multi Occupation.
There are no extensions proposed to the building and so the impact to the neighbouring residents would be unchanged. The use of the upper floor use as residential is consistent with the neighbouring residential use and bedrooms are proposed along the adjoining wall.. Lovely Lane has a number of HMO properties and is in close proximity to Warrington General Hospital; the use of HMOs in this area is well established and the proposal for a new 3 bedroom HOM has not raised any objections in relation to amenity.
Within 3 months of the date of this permission, the cycle parking on the approved plans shall be implemented and made available for occupiers of the HMO hereby approved. The cycle parking shall be retained for the lifetime of the development.
