Historic barn plan triggers opposition from neighbours

PLANS to convert a historic barn for residential use are being opposed by a nearby community centre, a pre-school nursery and a nearby residents.

Grappenhall and Thelwall Parish Council are also opposed to the proposals at The Cottage, Bellhouse Lane, Grappenhall.
But planning officers are recommending the scheme be approved.
A report to be considered by Warrington’s development management committee states that The Cottage – originally known as Bellhouse Farmhouse – is a Grade 2 Listed Building and has been in residential use since 1840.
The barn shares an access with the cottage and is set back some 26 metres from Bellhouse Lane. The proposal is to convert it to a one-bedroom, two-storey dwelling. Externally there would be a patio and a parking area for one vehicle.
Officers say a residential development would be acceptable and that changes have been made to proposals which were refused in 2022 which overcome the objections which were lodged at that time.
But Grappenhall Youth and Community Association and Grappenhall Pre-School and nearby residents opposed the scheme on grounds including privacy, noise issues for the occupiers of barn and traffic concerns.
The parish council was also concerned that noise from the existing community centre could affect the residential amenities of the occupiers of the converted barn.
