The victim identified the offenders involved and PC Jackson detained one of them but was then threatened with a crowbar.
Despite the threat, he was able to detain the pair before a colleague arrived and the two 15-year-old boys were arrested.
One was arrested on suspicion of affray, attempted robbery and possession of an offensive weapon in a public place. While the other was arrested on suspicion of attempted robbery.
One has been bailed pending further enquiries while another remains in custody.
Sergeant David Hynds said: “I would like to commend PC Jackson for going above and beyond to assist the public, whilst off-duty and despite the threat to himself.
“His quick-thinking and courageous actions have safeguarded the victim and ensured the suspects will face the consequences of their actions.”
