Orford man must pay £500 for fly-tipping

AN Orford man has been convicted and fined following an investigation by Warrington Borough Council’s Environmental Crime Team into a fly-tipping incident in the town.

Edward Brettle, of Poplars Avenue, Warrington, appeared before Warrington Magistrates’ Court after waste was discovered fly-tipped on Woburn Road.
Environmental Crime officers attended the scene and carried out an investigation into the incident. Evidence gathered during enquiries identified Mr Brettle as being connected to the waste.
Throughout the investigation, the council made repeated attempts to engage with Mr Brettle, including written correspondence and a formal request to attend an interview. Despite being given opportunities to cooperate, he failed to engage with officers.
The case was heard at Warrington Magistrates’ Court on 1 July 2026, where Mr Brettle admitted failing to meet his responsibilities for the proper disposal of household waste.
The defendant was fined £250 for the first offence and ordered to pay £150 in legal costs and a £100 victim surcharge.
The prosecution serves as a reminder that residents have a legal duty to ensure their household waste is disposed of correctly and is only transferred to authorised individuals or businesses. Failure to comply with this duty can result in enforcement action and a criminal conviction.
Cllr John Kerr-Brown, cabinet member for environment, housing and public protection, said: “Fly-tipping causes significant harm to local communities and the environment. Waste that is irresponsibly disposed of can attract further dumping, spoil neighbourhoods and place an unnecessary burden on public resources.
“This conviction demonstrates our commitment to investigating fly-tipping incidents and taking action where there is evidence that a person has failed in their legal duty of care for waste.
“We would encourage residents to always check that anyone taking away their waste is authorised to do so and to retain any paperwork. Together, we can help reduce fly-tipping and keep Warrington clean and safe for everyone.”
