New bid to convert part of former CPS Shopping centre into 14 residential units

THE owners of the former CPS Shopping Centre at Culcheth, Warrington, have submitted another planning application for 14 residential units in part of the building.

The application has been submitted by A Faig (Shivat Haminim Capital Ltd) at the CPS Centre, 7 – 9 Common Lane, Culcheth, under Class MA Permitted Development for the change of use of part of the first and second floors from office (Class E) to residential (Class C3). The Application Type is Part 3 (Class MA) Prior Approval and is pending consideration under delegated powers.
The consultation end date is 17 March, 2026.
This is a permitted development prior approval application, meaning the Council can only consider specific technical matters set out in national regulations.

A similar application was thrown out by Warrington Borough Council town planners recently.
Local residents have been opposing the plans ever since local traders were evicted from the premises around this time last year.
The applicants state they have now demonstrated via sound-proofing how this Prior Approval, Class MA application is acceptable when assessed against all the criteria which can be considered under this type of application, and prior approval for this change of use should therefore be granted.
