FRESH objections are to be made after further documentation was submitted in relation to the proposed biogas plant at Winwick, Warrington, with the local Parish Council confirming key concerns remain unresolved.
Warrington Borough Council has reopened consultation on the existing planning application after allowing the applicant to submit a package of amended and additional reports.
The updated material includes further information covering highways and traffic movements, air quality, landscape and visual impact, archaeology, odour assessment and ground conditions, along with amended layout plans.
According to the borough council, the additional documentation is intended to address issues raised earlier in the consultation process.
The revised documents can be viewed on Warrington Borough Council’s planning portal under application reference 2025/00859/FULM:

Position Remains Unchanged
After reviewing the newly submitted material, the Parish Council says its position over the biogas plant remains unchanged.
While more technical information has been provided, it does not believe the additional documentation fundamentally alters the scale, character or overall impact of the proposed development.
Chair of the Parish Council, Cllr Andrew Griffiths, said: “We have carefully reviewed the additional documents submitted by the applicant. While they contain more technical detail, the core concerns raised by residents and by the Parish Council remain. The scale of the proposal, the impact on our rural road network and the Green Belt location are still significant issues.”
Concerns continue to centre on:
• The impact of HGV movements on rural roads serving Winwick, Croft, Culcheth & Glazebury
• The potential for odour affecting nearby homes and surrounding countryside
• The industrial scale and appearance of the proposal within the Green Belt
• The cumulative impact when considered alongside other major developments proposed across North Warrington
• The narrowing of the remaining open countryside buffer between communities
The Parish Council has confirmed it will submit further formal objections in response to the additional documentation.
Vice Chair Cllr James Herron added: “This is a continuation of the same application, and residents’ concerns have not gone away. It is important that people understand they can still make further representations if they believe the updated information does not resolve the issues previously identified.”
Residents are being encouraged to review the additional documents and submit representations if they feel their concerns remain outstanding.
All previous objections remain part of the application record and will be considered by planning officers. However, additional comments can be made specifically in response to the newly submitted material.
Cllr Griffiths added:“The Parish Council is here to support the community and ensure local voices are heard. We would strongly encourage residents to look at the updated documents and take the opportunity to respond.”
The Parish Council says it will continue working closely with neighbouring parish councils and local ward councillors to ensure the views of the wider community are clearly represented.
What Happens Next
Once the current consultation period closes, the application will move forward for determination by Warrington Borough Council.
Further updates will be shared via the Parish Council’s Facebook page and website as soon as more information becomes available.
The Parish Council says it remains committed to supporting residents throughout the process and ensuring the community remains fully informed.
