Lib Dem councillor resigns whip after losing confidence in group leadership on budget response

LIB-DEM Cllr. Graham Gowland has resigned the whip and will now sit as an independent on Warrington Borough Council after losing confidence in the group leadership over its stance on budget issues at the town hall.

Cllr Gowland, who represents Lymm South, has stepped down from the Liberal Democrat whip and will now sit as an independent on the borough council.
He says his decision was about putting residents first. “I believe councillors should take a constructive approach to the council’s budget and governance — protecting services that matter to our community while making sure decisions are transparent and accountable.”
He had been preparing a motion, with input from fellow councillors, to safeguard key services and strengthen scrutiny. However, at a recent meeting, a pre-agreed party position was presented that he felt prioritised party politics over what was best for the town.
“That made it impossible for me to continue with confidence in the group leadership,” added Cllr. Gowland.
Now sitting as an independent, he will continue to represent residents, attend council meetings, and work constructively with councillors across all parties. He says this step allows him to focus fully on scrutinising decisions, advocating for the community, and exploring the best ways to improve governance locally.
“My priority remains serving our community and making sure the council works transparently and responsibly for the people of Warrington,” he concluded.
