WARRINGTON Borough Council has made an order introducing various highway restrictions as part of the Bus Service Improvement Plan on Winwick Road, Warrington.
The plans aim to enhance the bus user experience by reducing bus journey times and making services more reliable while minimising the impact on other forms of traffic. The number of existing lanes for cars will not change, new carriageway will be built and the current road space remodelled. Motorists will not lose any lanes of traffic as part of the proposals and car journey times will remain approximately as they are now.

Notice is hereby given that the Council made an order under Sections 1, 2, 3, 4, 5 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 and of all other enabling powers on 15th October 2025. The effect of which is as follows: –
- The Orders specified in Schedule 1 to this Notice are revoked in their entirety.
- To prohibit any Motor Vehicle proceeding along Bluecoat Street from making a right-hand turn at its junction with A49 Winwick Road (northbound).
- To prohibit any Motor Vehicle proceeding along A49 Winwick Road from making a left-hand turn at its junction with Alder Lane (eastbound). Pedal Cycles will be permitted.
- To prohibit any Motor Vehicle proceeding along Collegiate Road in any direction other than from North to South between its junctions with A49 Winwick Road.
- To introduce a 24-Hour Bus Gate on the lengths of road specified in Schedule 2 to this Notice. Pedal Cycles will be permitted.
- To introduce a 24-Hour Bus Lane on the lengths of road specified in Schedule 3 to this Notice. Pedal Cycles will be permitted.
- To prohibit any Motor Vehicle from performing a U-Turn from the roads specified in Column 1 of Schedule 4 to this Notice at the junction with and in the direction specified in Column 2 of the said Schedule.

Any person who wishes to question the validity of the Order or of any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or on the grounds that any requirement of that Act or any instrument made under it has not been complied with in relation to the Order may, within six weeks from 15th October 2025, apply to the High Court for this purpose.
