After 47 years working in the academic, public, government and private sectors, Warrington Borough Council’s Chief Executive, Professor Steven Broomhead MBE, is to retire.
Steven, who over two terms has been the council’s Chief Executive for 20 years, will step down as Chief Executive at the end of June 2025.
Cllr Hans Mundry, Leader of Warrington Borough Council, said: “Steven has been an outstanding servant to the council and to Warrington as a whole.
“He has helped to make Warrington one of the most business-friendly councils in the country, supporting our town’s strong growth and regeneration agenda.
“He has also provided tireless support to our people and community services, offering support to those on the front line who deliver the day-to-day services our residents need and expect. This was particularly evident during the height of the Covid pandemic, when Steven was an ever-present throughout, providing practical and meaningful support to services across the council.
“Steven’s positive impact across the public sector was crowned in 2020, when he was awarded an MBE following his leadership and chairmanship of the National Libraries Taskforce, in which he helped to reinvigorate the national public library service.
“I know his decision to retire is something he has been considering for some time. I am pleased that Steven will begin to put in place the right foundations as part of our improvement plan following the recent best value inspection outcome, before taking his well-earned retirement.
“We will miss his partnership-oriented approach, his focus on delivery and outcomes, his leadership, and his steadfast commitment to improving the lives of local people.”
Professor Steven Broomhead MBE said: “I have enjoyed my various roles throughout my career, and have always been driven by principles of sustainable development, social justice and social value.
“Warrington Borough Council has many achievements past and present. The council has supported our town to be a good place to live, have a successful economy, have good community cohesion, and achieve consistently high educational attainment. We have also proudly worked with, and indeed continue to work with, partners across the town, with the shared vision of supporting positive outcomes for our residents and communities.
“We can do more, and deliver better outcomes, when we work together. In that respect, I thank all those who I have worked with over the years.”

Broomhead has been the worst disaster to hit Warrington.
He list us £100m with arrogance.
He never did understand investment or accounts,
He should pay for the damage he did with his pension.
He’s dug a hole so deep we will never get out.
No doubt he will live elsewhere to avoid the Broomhead council tax surcharge,
He with green should be sacked for gross misconduct and charged for misconduct in office,
And who will take over?
Someone who adheres to the Nolan Principles I hope. And is prepared to be held accountable for what happens under his/her watch.
The deputy CEO is Lynton Green. The replacement will be decided by the envoys I believe.

I’d be surprised if there’s a single ordinary council tax payer with a good word to say about this bloke. He’s made a mess; he’s leaving a mess. His deputy is no better.
If ever there was someone who should face criminal charges, it is this guy.
An unusually short period of notice for a CEO? Especially for one who has been in the post for so long.
His position was only ever interim!

And yet that is how he describes himself. I know there are one or two people on a particular Facebook group who might be described as you do, but even so, that has been his job title for years.
No it isn’t, the position was interim until no other candidate was found, then it was made substantive.

I met Mr Broomhead several times. He was always courteous and I didn’t doubt his good intentions.
That said – what a mess he leaves behind. I suspect (and it is only a suspicion) that his ego got the better of him and he really thought he was smart enough to manage the varied investments.
Blame for the state we’re in doesn’t rest solely with Mr Broomhead – a couple of councillors (now also retired) plus Lynton Green, as a minimum, should hang their heads in shame at the current position. Again, I don’t doubt their general good intentions, but normal levels of humility were needed and found absent.
Many would argue it is long overdue that people in the public sector should be held accountable for their actions? Particularly when they have been closely involved in scandals of this type and magnitude. Fred the Shred of RBS is the exception in the private sector, where most who have been involved in such financial problems suffer the consequences of their flawed behaviour. That remedy very rarely seems to happen in the public sector or political circles.
I’ve worked in public & private sector orgs and I’d respectfully disagree – plenty of private sector examples of utter failure not being punished. Small companies are different – any failure is immediately apparent. Large corporates, on the other hand, allow & enable complete wastes of space to reach the top.
My comments are based on experience working in the private and public sectors for small, medium and large companies/ organisations. Which confirms there is a greater incidence of wastes of space at the top in the public sector and political circles.

What an absolute disgrace this man is. They’ll probably make up some award to cover up, like they did with the other loser that got booted out. Shame on him for leaving just as the sh1t hits the fan
