New speed limits for Birchwood Park Avenue

NEW speed limits are to be introduced on Birchwood Park Avenue by Warrington Borough Council due to concerns over entry speeds on roundabouts.

Highway planners have carried out a further review of speed limits along Birchwood Park Avenue in accordance with the Department for Transport’s current speed limit setting guidance.

Recent surveys of the route identified that the average speeds are in keeping with a 40mph speed limit rather than the existing 50mph. Vehicle speeds are also below the National Police Chiefs’ Council enforcement intervention levels so as not to require greater enforcement than presently occurs on the route generated as a result of the proposed speed reduction.

Concern in relation to entry speeds into the roundabout that junctions Daten Avenue and Warrington Road on the route would suggest a benefit from a lower speed limit of 30mph in keeping with the speed limits of the two legs of adjoining Warrington Road.

As a result of the review, the proposals for Birchwood Park Avenue is to revise the speed limits:

Notice is hereby given that the Council proposes to make an Order under Sections 1, 2, 4, 84 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 and of all other enabling powers. The effect of the Order will be as follows:
1. The Order specified in Column 1 of Schedule 1 to this Notice is revoked in part to the extent as detailed in Column 2 of the said Schedule.
2. To introduce a 40 miles per hour speed limit on the lengths of road specified in Column 1 of Schedule 2 to this Notice to the extent as detailed in Column 2 of the said Schedule.
3. To introduce a 30 miles per hour speed limit on the length of road specified in Column 1 of Schedule 3 to this Notice to the extent as detailed in Column 2 of the said Schedule.

Please note that all representations received may be considered in public by the Council and that the substance of any representation together with the name and address of the person making it could become available for public inspection.
