Temporary town centre traffic regulations set to become permanent

TEMPORARY traffic regulations brought in as emergency measures in Warrington town centre for social distancing and to encourage more people to cycle and walk, are set to become permanent from next Monday, March 7.

Due to the Coronavirus pandemic and requirements for social distancing within Warrington town centre, Warrington Borough Council introduced a variety of emergency and temporary Traffic Regulation Orders.

The measures were introduced to remove through traffic and encourage more people to walk and cycle.

The council say the measures have been monitored since their introduction and considered to be successful in reducing through movements and promoting active travel within the Town Centre, one of the objectives of Warrington’s Local Transport Plan and of the government’s Emergency Active Travel Fund programme.

The new permanent restrictions include the area near the controversial Bus gate in the town centre.

Details of these prohibitions, revocations and restricted movements are set out below in the schedules to this order and are proposed to be introduced on a permanent basis.

ROAD TRAFFIC REGULATION ACT 1984

THE BOROUGH OF WARRINGTON (TRAFFIC MANAGEMENT) (CIVIL ENFORCEMENT) CONSOLIDATION

(AMENDMENT NO. 35) (PART 2) ORDER 2022

Notice is hereby given that the Council made an Order under Sections 1, 2, 4 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 and of all other enabling powers on 2nd March 2022. The effect of the Order is as follows: –

1. The Borough of Warrington (Traffic Management) (Civil Enforcement) Consolidation Order 2018, is hereby further varied or amended as follows:-

(a) In the 70th Schedule by the deletion of: –

LOADING AND UNLOADING ONLY BAYS BETWEEN 5:00AM TO 9:00PM, EVERY DAY

Column 1 Part of road authorised to be used as a parking place for vehicles loading and unloading Column 2 Position in which vehicles may wait

All that part of the south east kerbline of Academy Way which is bounded on the south east side by so much of that highway as extends from a point 11 metres north east of its junction with Bridge Street, for a distance of 22 metres, in a north easterly direction. Wholly within the limits of the layby and parallel to the kerb.

(b) In the 73rd Schedule by the deletion of: –

NO LOADING AND UNLOADING BETWEEN THE HOURS OF 8:15AM TO 9:15AM AND 4:30PM TO 6:00PM, EVERY DAY

Barbauld Street (West Side) From its junction with Wilson Patten Street to a point 15.6 metres south of its junction with Stanley Street.

(c) In the 70th Schedule by the addition of: –

LOADING AND UNLOADING ONLY BAYS BETWEEN 5:00AM TO 9:00PM, EVERY DAY

Column 1 Part of road authorised to be used as a parking place for vehicles loading and unloading Column 2 Position in which vehicles may wait

All that part of the south west kerbline of Moulders Lane which is bounded on the south west side by so much of that highway as extends from a point 12 metres south east of its junction with Academy Way for a distance of 20 metres in a south easterly direction and which has a width throughout of 2.7 metres. Wholly within the limits of the loading bay and parallel to the kerb.

(d) In the 71st Schedule by the addition of: –

NO LOADING AND UNLOADING AT ANY TIME

Barbauld Street (West Side) From its junction with Wilson Patten Street to a point 15.6 metres south of its junction with Stanley Street.

The Order will be effective from 7th March 2022.

Deposited documents may be viewed on-line at https://www.warrington.gov.uk/permanent-traffic-regulation-orders or Town Hall Reception, Town Hall, Sankey Street, Warrington, WA1 1UH between 9am & 5pm, Monday to Friday.

Any person who wishes to question the validity of the Order or of any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or on the grounds that any requirement of that Act or any instrument made under it has not been complied with in relation to the Order may, within six weeks from 2nd March 2022, apply to the High Court for this purpose.
