In two separate cases, Christopher Bennett, from Poplars and Hulme, was fined £350 with costs of £120 and a victim surcharge of £35 and Michael Gray from Orford, was fined £300 with costs of £100 and a victim surcharge of £30.
Both men pleaded guilty.
The court heard they were discovered by enforcement officers during routine roadside stops, carried out in conjunction with Cheshire Police.
Warrington Borough Council’s lead member for environment and public protection, Cllr Judith Guthrie, said: “This sends a clear message to any individuals who are thinking about collecting scrap metal in a bid to earn some extra money that they must be licensed.
“Collecting scrap metal without a licence is not acceptable and we will take action against any person found doing so. There are numerous licensed collectors and the public are urged to check who they are handing their scrap metal over to.”
