Plan to change the use of former nightclub building is thrown out

A PLAN to refurbish and change the use of a former nightclub building on Bridge Street, Warrington has been thrown out by borough council planning chiefs.

Applicants NMT Entertainment Ltd wanted to change the use of the Fifty Three Degrees North building to form four shops on the ground floor with hotel accommodation on the upper floors.
The scheme would have involved internal and external alterations to the building and sub-division of the ground floor.
Refurbishment works would have included replacement windows and a new shop front.
But Warrington Borough Council planning officers said the proposed design of the shopfronts and the introduction of upvc windows to the façade, failed to reflect the age and character of a Locally Listed building or respect the appropriate proportions of the shop fronts.

As such, such these elements of the proposal would not compliment the host building and would detract from the visual amenity of the area, fail to enhance the character and appearance of the Bridge Street Conservation Area and town centre. These elements of the proposal would also detract from the setting of Listed Buildings in the vicinity.
The submitted plans also contained discrepancies in regard to the location of the boundary wall adjacent to Moulders Lane. In addition, the proposed site plan indicated that an area, reserved for a bin store, would extend beyond the site boundary. The plans were therefore considered innaccurate and as such, did not demonstrate that adequate bin storage provision could be made.
