FORMER North West Development Agency boss Steven Broomhead is to return to Warrington Borough Council – as interim chief executive.
Mr Broomhead, non-executive chairman of Warrington Wolves RL club and a former chief executive at the council, 
will take the reins when current postholder Diana Terris leaves in early July.
He has been appointed for a six month period from June 26 – subject to approval at the full council meeting the previous day.
The appointment follows a unanimous cross-party decision by the chief officer employment committee.
Leader of the council Terry O’Neill said: “We are pleased that Steven has accepted our offer. He will play a critical role over the next six months in helping to reshape the council in the light of huge financial pressures.
” Steven has an outstanding track record and shares our vision for putting the people of Warrington first so I have every confidence his considerable experience will stand him in good stead for this role.”
Mr Broomhead will work a four day week on a salary of about £120,000 pro rata, subject to negotiation, which represents a significant reduction on the current chief executive’s salary.
Professor Steven Broomhead holds the chair of Entrepreneurial Education at Liverpool Hope University. He is also the chief director of Institutional Advancement at the university.
As chief executive of the NWDA, he was responsible for a budget of £1.2bn, assets of around £200m, 480 staff and an extensive remit encompassing the economic, social and regeneration development of the region. He stood down at the end of January last year on an early retirement basis.
Prior to being chief executive at Warrington Borough Council he was principal and chief executive of Warrington Collegiate and before that, principal of a number of other higher and further education establishments.

It’s all about job’s for the boy’s!!!! same old Labour

Not only is it jobs for the boys, it will be interesting to know if he’s now employed in a job from which he already draws a pension.
Money, money, money! Again, jobs for the boys! What will happen to his position at the University? I expect he will still get paid by them. It would be interesting to learn whether the Council have considered the radical step of deleting this position from this establishment. What duties does the CEO have that cannot be dealt with elsewhere. Who are the Chief Officer employment committe and what expertise do they have to make this appointment? When the Council are in such a financial mess this is the sort of radical thinking that is required to save money. We can but hope!

What steps did they take to ensure an open recuitment process that woulnn’t discriminate on such grounds as age, gender, ethnicity and disability
My experience of the public sector is that they jump through all sorts of hoops when they appoint the lowliest of staff – yet it seems that when it comes to the big bucks it’s just a case of who you know.
I imagine because it’s an interim appointment, then it doesn’t need to be advertised?
In six months they can then start the full time recruitment process of looking like they don’t know already who is most certain to get the job. 🙂
Any sensible observer would assume that the interim CEO is not eligible for the full time role. Good luck to him – he might even give WBC a kick to sort out the management in his time at the helm!
If Prof Broomhead really put the people of Warrington first he’d say he was too busy.
