Town centre housing scheme approved

PLANNERS have given the go-ahead for a major housing scheme on an three and-a-half acre eyesore site close to the historic heart of Warrington.
A total of 106 homes will be built on the site of the former Thomas Locker factory at the junction of Church Street and Farrell Street.
Members of the borough council’s development management committee approved the plans, put forward by Countryside Properties (UK) Ltd and BWF.
A mix of two and three bedroom houses and two bedroom apartments in a two and four-storey block will be built.
When plans for the development were first put forward there was opposition from Howley Residents’ Association and other nearby residents and planning officers recommended it be refused.
But the plan was withdrawn – and an amended version drew no opposition.
Adjacent to the Church Street Conservation Area, the site is close to a number of historic buildings, including St Elphin’s Parish Church (pictured), Cromwell House, the Marquis of Granby pub, the National School and the General Wolfe pub.
English Heritage were consulted but did not object. They noted that the significance of the Church Street Conservation Area was that it lay at the very origin of the settlement of Warrington.
They said the area had suffered from poor development and demolition in recent decades which had left it in parts incoherent and had eroded the understanding of its development and significance.
