Hairdresser's salon plan rejected

A WOMAN who wanted to move her hairdressing business into her own home so she could care for her mother, who has Alzhiemer’s, aroused the wrath of her neighbours.
Ten nearby residents objected to the plan which involved a bungalow in Dounrey Close, Fearnhead, Warrington – and now the borough council’s planning committee has rejected the scheme.
Officers said it was rarely the case that the personal circumstances of an applicant could override a conflict with development plan policy.
In this case, it was not considered that any substantial weight could be given to the applicant’s circumstances to outweigh the harm that would be caused by the proposal.
Members of the planning committee heard that neighbours became aware of the plan to move the hairdressing salon into a front bedroom at the bungalow when a notice appeared in the window of the existing business at Orford.
Neighbours said Dounrey Close already suffered from parking problems and the business would attract more traffic. In addition, there were already four other hairdressing salons within 200 metres.
The development could also set a precedent, with two other empty bungalows possibly opening as a dog grooming parlour or a chiropody clinic.
Support came from six people, however. They claimed off-road parking would be available.
But the committee decided a hairdressing salon was a town centre-type business and was unsuitable for a residential cul-de-sac.
