English Heritage oppose pavilion demolition

A PLAN to demolish the historic bowling pavilion in Warrington’s Bank Park is being recommended for approval – despite forceful opposition from English Heritage.
The scheme would involve replacing the existing pavilion with a new one of similar size and design, providing accommodation for bowlers and a café.
There would also be a new terrace area and the two all-weather bowling greens would be replaced.
A number of trees would be replaced and there would be floodlighting and a three-metre high fence to protect the new, all-weather greens from vandalism.
English Heritage say the pavilion and bowling greens, dating from the late 1920s, represent a high quality inter-war addition to the area. The pavilion is or architectural and historic interest and it is regrettable that it has not been adequately maintained.
They note that a structural report on the building states that refurbishment is unlikely to be a cost effective option – but does not state that conservation is not possible..
“We would recommend that this valuable heritage asset is repaired and re-used.
Planning officers agree that demolition of the pavilion would be regrettable.
“However, the level of dilapidation and degree of modification and replacement of historic fabic that would br required to ensure that the building meets modern standards would make the retention of the building both financially and practically, unfeasible.”
They argue that the proposals seek to respect the setting of the adjacent Grade 1 listed Town Hall building.HH
