Parish council begs to differ with planners

A PLAN for a four-bedroom detached house, with adjoining garages and stables, on the site of the former Railway Inn at Lymm led to a difference of opinion between Lymm Parish Council and borough council planners.
Members of the parish council decided to raise no objections – but borough planning officers recommended permission be refused on the grounds the house, because of its scale and siting, would have a significantly harmful impact on the openness of the Green Belt.
Neighbours in Mill Lane fully supported the proposals on the grounds the site was a derelict eyesore and the proposed house would make an excellent addition to the area.
The three-storey Railway Inn was demolished in 2011 after being declared dangerous following a serious fire. But an L-shaped group of single-storey buildings, known as “The Coach House” remain on the site and would be demolished to make way for the new house.
Clearly visible from the Trans Pennine Trail, the site is bounded by properties in Mill Lane and by the modern Chaise Meadow housing estate. It is within the Green Belt.
Lymm Parish Council stressed that the buildings should be used or residential purposes only and that the stables should not be run on a commercial basis. The area alongside the Trans Pennine Trail should be retained as Green Belt.
Planning officers recommended the proposals be thrown out as they were not in accord with the national planning policy framework.
They argued that it would have a significantly harmful impact on the openness and character of the Green Belt .
The introduction of built form on land currently free from buildings would reduce openness and this harm would be exacerbated by the gradient and openness of the land to the north, resulting in the new development being widely visible for a significant distance.
