Storm over house in garden plan

A PLAN to build a four-bedroomed detached house in the garden of a locally listed cottage at Penketh, Warrington, has caused a storm of protest.
The proposed house would be in Chapel Road, would have an integral garage and parking space for three other vehicles in the side garden of the existing property.
A single-storey extension to the existing house would be demolished to make way for the new house.
But the outline plan, to be considered by the borough council’s planning committee, is opposed by Penketh Parish Council, by local councillor David Keane and by a number of neighbours.
In 1987, a plan for a dwelling on the site was refused on the grounds that it would detract from the aspect and setting of the old cottage and adversely affect the character and appearance of Chapel Road.
But planning officers are recommending the new proposal be approved.
The parish council says the house would be out of character and out-of-keeping with other properties in the area and lead to a loss of privacy and green space.
Cclr Keane (pictured), argues that due to its size and design, the house would have an adverse impact on the street scene and would be oppressive in its relationship with neighbouring properties.
He is also concerned at the possibility of further development on the site, for example, in the rear garden of the new house.
Neighbours’ objections are based on loss of privacy, loss of trees, impact on wildlife, inappropriate height and scale, impact on the locally listed building, poor design, loss of open space, etc.
Planning officers say the plot of land is of sufficient size to accommodate a single house without significantly affecting the residential amenity of adjacent residents.
