Planners to decide on dog grooming studio

PLANNING chiefs at Warrington are to decide whether a dog grooming studio is a suitable use for an outbuilding in the garden of a semi-detached house.
Members of the borough council’s planning committee have already looked at the application once, but deferred a decision pending a site visit.
They will consider the proposals again at a meeting on Wednesday (January 29).
Culcheth and Glazebury Parish Council has lodged an objection to the plan in Prestwich Avenue, Culcheth – but there have been no objections from neighbours and officers are recommending the scheme be approved.
There is currently no outbuilding in the garden, but planning consent was granted for one last year and the current application adds the business use.
Members of the parish council point out that they indicated last year that they would oppose any business use in the building.
They say a dog grooming business would be an inappropriate use, affecting the amenity of neighbours. Parking provision is inadequate in a narrow, residential road with no pavement and only a small turning head.
Officers argue that the building itself is acceptable and while there is the potential for visiting dogs and owners to cause some disturbance it is unlikely to be for prolonged periods and the impact on neighbours would remain at acceptable levels.
A niche, small-scale business can be accommodated without causing undue harm to highway safety for residential amenity, they believe.
