Council opposes dog grooming plan

PLANNING chiefs at Warrington are being asked to rule on an application to use an outbuilding in the garden of a semi-detached house as a dog grooming studio.
Culcheth and Glazebury Parish Council has lodged an objection to the plan in Prestwich Avenue, Culcheth – but there have been no objections from neighbours and officers are recommending the borough’s planning committee to approved the application.
There is currently no outbuilding in the garden, but planning consent was given for one last year and the current application adds to business use.
Members of the parish council point out that they indicated last year that they would oppose any business use in the building.
They say a dog grooming business would be an inappropriate use, affecting the amenity of neighbours. Parking provision is inadequate in a narrow, residential road with no pavement and only a small turning head.
Officers argue that the building itself is acceptable and while there is the potential for visiting dogs and owners to cause some disturbance it is unlikely to be for prolonged periods and the impact on neighbours would remain at acceptable levels.
A niche, small-scale business can be accommodated without causing undue harm to highway safety for residential amenity, they said.
