Five bedroom house planned next to golf course

A PLAN for a five-bedroomed detached house on a former garden site adjoining a golf course is to be considered by Warrington planning chiefs on Wednesday.
Culcheth and Glazebury Parish Council is opposing the scheme put forward by Frank Phillips Builders – but planning officers will be recommending it be approved when it comes before the borough’s development management committee.
The site was originally part of the garden of a house in Brookfield Road, Culcheth and it lies adjacent to Leigh Golf Club’s golf course.
A report to be considered by the committee says the site is a large grass area with two small trees and a hedgerow on it. A public footpath runs along the northern boundary.
An earlier proposal for two dwellings on the site – one of them single-storey was refused by planners but subsequently allowed on appeal.
But the parish council says the new scheme does not comply with the permission given on appeal, in particular because it does not harmonise with the street scene.
They are also concerned at a lack of information on drainage and no structural information about a proposed basement.  But they would have no objection to a dormer bungalow in keeping with the street scene.
The public rights of way officer welcomes a proposal to retain a fence along the public footpath but stresses that a proposed beech hedge must not obstruct the path.
Planning officers say the development will not affect the residential amenity of neighbours.
