Business plan for stables is opposed

A PLAN to set up a business teaching horse riding and carriage driving on  green belt land at Warrington is being opposed by a parish council.
Members of Penketh Parish Council say the development at Friends Lane Stables, Friends Lane, Penketh would amount to over development of the site, that it has limited off-road parking and a poor entrance.
They also point out that the scheme involves a change of use of private stables which were granted planning consent six years ago on condition they not be used for a business or trade.
The applicant says there are special circumstances justifying a development in the green belt.
It will provide an opportunity for outdoor sport and recreation, horse riding facilities are in demand, particularly for children and disabled people, and there are few places in Warrington, the nearest being Burtonwood for teaching horse riding.
Nearest place for teaching carriage driving is Preston.
Officers are recommending the scheme be approved. They say the development is acceptable in the green belt and the proposal will provide access for people to take part in outdoor sport and recreation.
It would not cause undue harm to the character and appearance of the area, nor the amenity of sensitive uses or highway safety.
