Decision deferred on controversial house plan

PLANNING chiefs at Warrington have put off a decision on a controversial plan to build a four-bedroomed detached house next to a 300-year-old cottage.
Neighbours are opposing the scheme in Chapel Road, Penketh – and members of Penketh Parish Council say the development would overshadow the historic Greystone Cottage, which is a locally listed building.
Members of the borough council’s development management committee have decided to defer a decision pending the receipt of more information about the proposal.
Construction of the new house would require demolition of part of an extension to the listed cottage – but planning officers say the single-storey extension has little architectural or historic connection with the original cottage.
They are recommending the proposals be approved.
Outline approval was granted last year, subject to conditions. But the parish council says the proposed new house would be “very imposing” and out of keeping with the historic cottage next door.
Two neighbours have also objected. They say there will be a loss of light and overshadowing for a neighbour and that Chapel Road, a bus route with two schools on it, is already suffering from extreme congestion.
They say Greystone Cottage is at least 300 years old and is one of the most historic and important buildings in the area. It would be dwarfed by the new house and attractive views of it would be lost.
Construction of a two-storey property would also result in a loss of privacy for some neighbours.
Planning officers say the principle of a new dwelling on the site has been established by the outline consent granted last year. The detailed scheme now submitted is acceptable in terms of its relationship with the historic cottage and the residential amenity of nearby residents.
